John Duncan, Directors Portland Area Comprehensive Transportation System

PACTS was established in 1975 in accordance with federal regulations for federally funded transportation planning in Greater Portland. It does studies, planning and decision-making for expenditure of federal capital funds. The region extends from Arundel to Freeport to Raymond and includes Scarborough. Four elected officials from Scarborough serve on PACT committees. John is the director. He received an MBA from USM and a masters in regional planning from UMass-Amherst.
